In the UK during 2003, the new law extended the Disability Discrimination Act to make it illegal for minicab drivers refusing to carry guide dog owners just because they are accompanied by their dogs. I strongly suggest that the government can take this as a reference, so as to ensure that this is the case for everyone, everywhere.
